| Burning Ban Regulations: An open burning ban will be issued by the North Carolina Forest Service whenever long term dry (low humidity) or drought conditions warrant. This type of burning ban can last for many days or even months. In fire weather forecasts the Haines Index is used to measure lower atmosphere stability. It is a scale ranging from 2 to 6 in which the drier and more unstable the lower atmosphere is, the higher the index hence increasing the fire danger level. A red flag watch or warning may be issued by the National Weather Service whenever there is a forecast for strong winds, low relative humidity, very high temperatures or a combination of the three. This watch or warning does not mean that an open burning ban is actually in effect, but a recommendation to use extreme caution when burning due to these conditions. An open burning ban will be issued by the North Carolina Division of Air Quality whenver high ground level ozone conditions warrant, which became effective June 1, 2004. This rule is aimed at reducing emmissions that contribute to ozone and particle pollution during times when the air quality level is expected to be poor. Ground ozone level is measured in North Carolina on a five-color code scale with Code Green being the lowest level and Code Purple being the highest level. Open burning bans will be in effect during Code Orange, Red and Purple days (Air Quality Action Days). This type of burning ban can last for one day only or could go for many days, depending on the air quality index for each specific day. The 2007 ground ozone level forecast season begins May 1, 2007 and will run through September 30, 2007. Burning Restrictions: Restrictions are placed on open burns because smoke from outdoor fires can cause serious health problems and pollute the environment. Under the North Carolina Open Burning Rule, these non-vegetative materials are always illegal to burn: - garbage, paper and cardboard - tires and other rubber products - building materials (including rubber) - wire, plastics and other synthetic materials - asphalt shingles and heavy oils - paints, household and agricultural chemicals Yard debris such as leaves and branches (no large stumps) can be burned so long as these materials originated from your property and the burn does not cause a nuisance to nearby residents. It is illegal though to burn yard debris if public roadside pickup is available in your area. Other local regualtions and/or ordinances may also apply.
